The idiom utilises two natural phenomena, wind and storm, to describe solidarity. Many weak winds can gather to form a strong storm. It reminds us that individual strength is inferior to collective strength. If each individual in a group can strive to contribute to collective goal, any obstacle can be overcome.

For example: When each of us plants a tree, we can have a whole forest. Many a mickle makes a muckle.
